Your despatch of 31st March No. 89 request permission to appoint to act as deputy superintendent of police Hallifax vice Wodehouse pending receipt by you despatch by next mail. Wodehouse fully engaged for 3 months special census work only Lyons remains. State of crime very serious recent revolutionary movement Canton entails much precau- tion. Hallifax appointed to Assistant Superintendent of Police in the year 1900 holding still appointment
senior to Wodehouse. Reverting to substantive appoint-
ment on return of Gompertz 11th May there is no question as to pay involved till Badeleys leave on
full salary expires other arrangements practically
impossible very strongly recommend.
